Workouts are arrangements with your lender to re-schedule debt, postpone payments, or otherwise resolve the arrears in your payments. In a workout, the lender wants to know that once they've made arrangements for your past due payments, you will able to maintain the mortgage loan current.
Loss mitigation comes into play when the value of your home is less than what you own on the mortgage and the lender is considering allowing you to sell it for less than what you actually owe them. These situations usually arise out of uninsured damage to the property, accumulated deffered maintenance, or discovery of a serious structural defect, etc. In these instances, the lender will seek value and condition information on the subject, and will generally require inspections and valuations which may include appraisal. Additionally, the lender will want to know that the property is not being transferred to a related party to simply reduce your debt.
